In the context of the Commission's proposal for a multiannual financial framework (MFF) for the 2021-2027 period, on 14 June 2018 the Commission published a proposal for a regulation establishing the Neighbourhood, Development and International Cooperation Instrument (NDICI), with a proposed budget of €89.2 billion (in current prices). Parliament adopted its first-reading position in plenary on 27 March 2019. MEPs agreed to accept a single instrument, but called for a stronger role for Parliament on secondary policy choices, through delegated acts, and for the budget for the instrument to be increased by nearly €4 billion, to €93.154 billion. MEPs also specifically called for an increase in the funds allocated to human rights and democracy activities, the percentage of funding that fulfils the criteria for official development assistance, and funds that support climate and environmental objectives. Moreover, Parliament's amendments include the introduction of gender mainstreaming targets, the earmarking of certain financial allocations, the suspension of assistance in case of human rights violations, and the reduction of the emerging challenges and priorities cushion to €7 billion. The Council adopted a partial mandate on 13 June 2019, and an additional mandate – on the European Fund for Sustainable Development (EFSD+) – on 25 September 2019. Following the committees' decision of 8 October 2019 to enter into interinstitutional negotiations on the basis of Parliament's first-reading position, a first trilogue meeting took place on 23 October 2019. The Commission has engaged broadly with a wide range of stakeholders and did a thorough stock-taking through a mid-term review of ten existing instruments. However as alternative options are not elaborated ...

As part of the group of specific IAs accompanying the MFF proposals, this IA provides a detailed overview of the proposed regulation establishing the new NDICI focusing on the main considerations behind the large-scale overhaul of the existing financial framework in the field of EU external policy. The Commission has engaged broadly with a wide range of stakeholders and did a thorough stock-taking through a mid-term review of ten existing instruments. However as alternative options are not elaborated beyond a brief comparison of advantages and risks of merging the existing instruments into a broader one, it remains rather difficult to fully assess the proposed merger of different instruments as the only option available. Finally, a clearer account of how the stakeholder views fed into the analysis and a more thorough response to the scrutiny of the RSB, would have benefited this impact assessment.

The Impact of the UK’s Withdrawal on EU Integration

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the AFCO Committee, examines the potential effects of the UK’s withdrawal on European integration. It does so by examining the UK’s role in pushing forward and/or blocking integration in five areas: the internal market; social policy; freedom, security and justice; the Eurozone; and foreign, security and defence.

Fin da giovane, De Gasperi si dedicò alla politica e al giornalismo. Fu uno strenuo oppositore del fascismo e subì una dura persecuzione politica da parte del regime di Mussolini. Dopo essere stato imprigionato, trovò rifugio in Vaticano dove lavorò per 14 anni. Dopo la Seconda guerra mondiale, partecipò attivamente alla costruzione della Repubblica italiana con il partito della Democrazia cristiana. Tra il 1945 e il 1953 detenne la carica di Presidente del Consiglio. Sviluppò un metodo consensuale di governo, cercando di coinvolgere nella misura del possibile i vari partiti politici italiani. Nel settore della politica estera, uno dei suoi principali contributi fu quello di sostenere instancabilmente il ritorno della Germania nel consesso delle nazioni, dinanzi alla sfida crescente rappresentata dall'Unione sovietica. Per questo motivo divenne anche un acceso sostenitore della Comunità europea di difesa. Pertanto, dato il suo impegno, non è poi sorprendente che nel 1957 i trattati che istituirono la Comunità economica europea e l'Euratom furono firmati a Roma.

Permanent structured cooperation (PESCO): From notification to establishment

On 13 November 2017, 23 EU Member States signed a joint notification addressed to the Council and the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission (HR/VP) on their intention to participate in PESCO. The Council is now expected to formally establish PESCO, possibly before the end of the year.

European Union Member States which are not members of the 19-nation euro bloc, other than the UK, have also been invited to the Euro Summit. Among proposals floated are that the single currency area should have a budget and a finance minister and that the existing euro-area bailout fund, the European Stability Mechanism (ESM), should be transformed into a European Monetary Fund. Germany, in particular, is cautious about far-reaching reforms. This note brings together commentaries, analyses and studies by major international think tanks and research institutes on euro area reforms and related issues.

Jean-Claude Juncker, President of the European Commission, laid out his vision of the European Union in his annual State of the Union address to the European Parliament in Strasbourg on 13 September 2017. He noted that the overall outlook has changed for the better over the past year, notably thanks to an accelerating economic recovery. ‘The wind is back in the European sails,’ he declared. Jean-Claude Juncker, President of the European Commission, laid out his vision of the European Union in his annual State of the Union address to the European Parliament in Strasbourg on 13 September 2017. He noted that the overall outlook has changed for the better over the past year, notably thanks to an accelerating economic recovery. ‘The wind is back in the European sails,’ he declared. Much interest focussed on Juncker’s advocacy of various eurozone and EU institutional reforms. He proposed the designation of a eurozone finance minister, who would preside over the Eurogroup, as well as being a member of the Commission. He supported the development of a European Monetary Fund. However, he opted against the creation of a separate eurozone budget, preferring a dedicated budget line within a general EU budget. He also said there should not be a separate eurozone parliament either. He favoured combining the presidencies of the Commission and the European Council, and he supported the idea a new, additional transnational constituency for the European elections. On the policy front, he advocated a pro-innovation industrial strategy, a reinforced social pillar, an authority to supervise fairness in the single market, better handling of migratory flows, and new trade agreements. One year after the British vote on Brexit, the Member States of the European Union seem to be on the verge of waking the ‘Sleeping Beauty’ of European defence: permanent structured cooperation (PESCO). Do they have the same understanding of its intended goals and of the ways forward or means of achieving them, or are they simply motivated by the desire not to end up on the edges of the sort of Eurogroup for defence that is being set up? What are the specific areas of agreement and disagreement between the groups taking shape in the European Council? Have any debates intentionally or unintentionally glossed over been glossed over and, if so, which ones? Lastly, what are the desirable scenarios for the months and years to come? Is there still time to change things or has the die been cast? The purpose of this study is to answer those questions.
