National COVID-19 contact tracing apps

While the coordination of cross-border interoperable COVID-19 contact tracing apps is a competence of the European Commission, their development is a national competence. This short briefing summarises the current efforts towards, functionalities of and technical decisions on the development of national COVID-19 apps, with a focus on the ongoing centralised vs. decentralised approach and the interoperability of different apps across Europe. All Member States and the Commission consider the interoperability of the apps and backend servers to be essential for the effective tracing of cross-border infection chains, especially for cross-border workers and neighbouring countries. Ultimately, this effort will support the gradual lifting of border controls within the EU and the restoration of the single market’s integrity.

The White Paper on Artificial Intelligence

On 19 February 2020, the EU Commission’s published the white paper 'Artificial Intelligence - A European approach to excellence and trust', together with the report 'The safety and liability aspects of AI' and the communication 'A European strategy for data', as part of a wide package on Artificial Intelligence. This briefing summarizes the main aspects of the white paper on Artificial Intelligence, which is currently undergoing a public consultation process open until 31 May 2020.

Sutartyje dėl Europos Sąjungos veikimo (SESV) perimti pirmą kartą Mastrichto sutartyje paminėti tikslai sukurti transeuropinius tinklus (TEN) transporto, energetikos ir telekomunikacijų srityse, siekiant sujungti visus ES regionus. Šie tinklai yra priemonės, kuriomis siekiama prisidėti prie vidaus rinkos ir užimtumo augimo, kartu įgyvendinant aplinkos apsaugos ir darnaus vystymosi tikslus. 2013 m. pabaigoje įvykdyta esminė transeuropinių transporto tinklų reforma.

Transeuropinių tinklų finansavimas

Transeuropinių tinklų kūrimą iš dalies finansuoja Europos Sąjunga, iš dalies – valstybės narės. ES finansinė parama yra tarsi katalizatorius, o valstybės narės turi suteikti didžiąją lėšų dalį. Transeuropiniams tinklams finansuoti taip pat galima papildomai panaudoti struktūrinių fondų teikiamą paramą, EIB ar privačiojo sektoriaus lėšas. 2013 m. sukūrus Europos infrastruktūros tinklų priemonę (EITP) buvo pradėta esminė transeuropinių tinklų reforma.

Bendrieji ES pramonės politikos principai

ES pramonės politika siekiama didinti Europos pramonės konkurencingumą, kad ji išliktų tvaraus augimo ir užimtumo Europoje varomąja jėga. Siekiant ES pramonei užtikrinti geresnę verslo aplinką, buvo priimta įvairių strategijų. Naujausia iš jų aprašyta 2014 m. sausio mėn. paskelbtame komunikate „Dėl Europos pramonės atgimimo“.
