This note provides an introduction to the current status of the European Union's Youth Policy, in the context of the debate over its reform. It focuses in particular on the theme of the political and civic participation of young people.

This study seeks to describe the implementation, aims and operation of the EVS programme and also outlines the obstacles encountered during implementation, in particular the lack of legal status for volunteers and organisation at Community level in this field.
