However, the political parties have so far been unable to reach a compromise on a new constitution, or to provide the political stability that could allow this 30-million-strong multi-ethnic country to develop its economy.

This study seeks to give a general overview of the methods used in the national parliaments to check the attendance of members at plenary sittings and at committee meetings and any specific consequences, financial or other, which could derive from non-justified absences by members.
