Transeuropiniai transporto, energetikos ir telekomunikacijų tinklai (TEN) plėtojami siekiant sujungti ES regionus ir prisidėti prie vidaus rinkos ir užimtumo augimo. Jais stiprinama ekonominė, socialinė ir teritorinė sanglauda. Transeuropinis transporto tinklas (TEN-T) laikui bėgant keitėsi – be kita ko, 2013 m. buvo įvykdyta esminė reforma, o 2021 m. pasiūlyta didelio masto peržiūra. Energetikos infrastruktūros (TEN-E) gairės 2022 m. buvo pritaikytos prie Europos žaliojo kurso.

Transeuropinių tinklų finansavimas
Transeuropinius tinklus bendrai finansuoja Europos Sąjunga ir valstybės narės. ES finansinė parama yra tarsi akstinas, o didžiąją lėšų dalį suteikia valstybės narės. Transeuropiniams tinklams finansuoti galima papildomai panaudoti struktūrinių fondų teikiamą paramą, Europos investicijų banko (EIB) ar privačiojo sektoriaus lėšas. 2013 m. sukūrus Europos infrastruktūros tinklų priemonę (EITP), kuri buvo atnaujinta 2021 m., buvo įgyvendinta plataus užmojo transeuropinių tinklų reforma.
Sanglaudos fondas
1994 m. įsteigtas Sanglaudos fondas teikia finansavimą aplinkos ir transeuropinio tinklo projektams valstybėse narėse, kurių bendrosios nacionalinės pajamos vienam gyventojui sudaro mažiau nei 90 proc. ES vidurkio.
