Kopīgo noteikumu mērķis ir nodrošināt obligātu palīdzību visu transporta veidu pasažieriem pārvadājuma ilgstošas kavēšanās vai atcelšanas gadījumā un jo īpaši aizsargāt visneaizsargātākos ceļotājus. Noteikumi paredz arī kompensācijas mehānismus. Tomēr ir iespējamas daudzas atkāpes no noteikumiem attiecībā uz dzelzceļa pārvadājumiem vai autopārvadājumiem, un tiesās joprojām bieži tiek iesniegtas prasības.

Pēc vairāku ES leģislatīvo aktu pieņemšanas gan starptautiskie autopārvadājumi, gan kravas un pasažieru kabotāža ir pakāpeniski liberalizēta.
