Kopš Māstrihtas līguma stāšanās spēkā ikvienam Eiropas Savienības iedzīvotājam ir tiesības iesniegt lūgumrakstu Eiropas Parlamentam sūdzības vai lūguma formā par kādu no jautājumiem, kurš attiecas uz Eiropas Savienības kompetences jomām. Lūgumrakstus izskata Parlamenta Lūgumrakstu komiteja, kura pieņem lēmumu par lūgumrakstu pieņemamību un ir atbildīga par tajos minēto jautājumu risināšanu.
