Tie nostiprina ekonomisko, sociālo un teritoriālo kohēziju. Eiropas komunikāciju tīklus (TEN) kopīgi finansē Eiropas Savienība un dalībvalstis. Savienības finansiālais atbalsts ir uzskatāms par katalizatoru, tomēr dalībvalstis nodrošina lielāko finansējuma daļu. TEN finansējumu var papildināt struktūrfondu un Eiropas Investīciju bankas (EIB) atbalsts vai privātā sektora ieguldījumi.
