Having considered the possibility of merging the Creative Europe programme with other programmes supporting European values, rights and justice, the European Commission has decided to continue the Creative Europe programme as a stand-alone programme, increasing its budget by 17 %. The only programme focusing exclusively on cultural and creative activities and enterprises, it falls under the 'Cohesion and values' heading of the 2021-2027 multiannual financial framework. The existing programme focuses on the economic dimension of the cultural sector and its contribution to job creation and economic growth. Some stakeholders have voiced concern at taking such a strongly economic approach to culture. Under the proposed programme, the economic dimension is one axis alongside the social dimension, and culture's contribution to international relations. The proposed framework for cultural policy therefore highlights not only the economic dimension of the cultural and creative sectors, but also the role of culture in social cohesion and its relation to creative and artistic freedom and diversity, and freedom and plurality of media. Both Parliament and Council have agreed positions on the proposal, and trilogue negotiations started in autumn 2019 with a view to finding agreement before Council’s first reading. Fourth edition. This initial appraisal of the Commission’s impact assessment on the proposal finds that the impact assessment is substantiated by various evaluations, studies and consultations. The Commission describes the challenges encountered of the current and previous programmes well. However, the lack of policy options and of an impact analysis seriously affect the IA's quality. In addition, the IA does not match the three proposals: the only option considered does not mention a self-standing Creative Europe programme, which the Commission ultimately proposed.

Cultural and educational policies can contribute to the development of skills needed to cope with the complexity of contemporary multicultural societies, and to qualify for jobs in the fast-growing creative and cultural industries. This is supported by research on learning processes and the impact of art and cultural education. Both Unesco and the OECD have called for a proper place for, and recognition of, art and culture in education. In the EU, competence for culture and education policies lies with the Member States, though the EU plays a role too, by supporting them financially, and supplementing and coordinating their efforts in this field. A 2006 European Parliament and Council recommendation on key competences included cultural awareness and expression as a transversal competence. This was understood to comprise knowledge of particular works of art from local, regional, national and European cultural heritage; their relationship to other cultures worldwide; self-expression in various media, styles, and forms; and openness to intercultural communication. The European Commission continues to support projects to modernise education. In 2017, it launched a public consultation on the revision of the key skills and competencies needed for the labour market of the future, with a view to updating them. The European Parliament has undertaken work on the subject in an own-initiative report.

Language acquisition starts at home, and early childhood education can further enhance self-expression. North America and Europe dominate the global trade in cultural goods. Together they account for 49 % of exports and 62 % of imports. However, there is a significant cultural divide between the EU and USA, which is reflected in contrasting policy approaches towards culture. Under the 2005 Unesco Convention – not signed by the USA – the EU has a legal obligation to protect and promote the diversity of cultural expressions, a principle also enshrined in Article 167 TFEU. Culture and the audiovisual sectors are supported in the EU through its ‘Creative Europe’ framework programme, but most importantly through the EU-28’s national budgets, with cultural spending representing between 0.2 % and 1.9 % of GDP in the 2000-2005 period. By contrast, cultural action in the USA is not centrally guided by any federal policy, and the resources made available are relatively small for a country boasting the world’s largest economy. While the EU has a (long) tradition in supporting cultural and creative industries, in the USA, culture is generally viewed as a commodity with the American film and music industries perceived as its main ambassadors. In 2016, the EU announced a strategy for international cultural relations, seeking, among other things, to fill gaps and remove misconceptions about the EU. In July 2017, the European Parliament welcomed the initiative. Similarly, the EU Delegation in the USA, together with the recently created Euro-American Cultural Foundation, run a number of cultural initiatives to bring the best of EU culture and help advance knowledge of the EU and the value of the transatlantic partnership. This briefing continues a series which formed part of a broader research project on perspectives on transatlantic cooperation, requested by the Chair of the European Parliament’s Delegation for relations with the United States.
