Addressing ship reflagging to avoid sanctions

Reflagging to a flag of convenience is a practice whereby a ship-owner registers their ships in a country with relatively light controls or low standards, for instance in the area of environmental or employment law. While this is legal in principle, it is often combined with illegal practices, including the circumvention of sanctions. The International Maritime Organization (IMO) and the EU are trying to tackle abusive reflagging.

As a member of the Commission for the Conservation of Southern Bluefin Tuna (CCSBT), the European Union must transpose its measures so that they apply to vessels flying the flag of an EU Member State. During the February I plenary session, Parliament is due to vote on a provisional agreement with the Council to transpose the conservation and fisheries management measures adopted by this intergovernmental organisation.

Denouncing the EU-Comoros fisheries agreement

Following the listing of the Comoros as a non-cooperating country in fighting illegal, unreported and unregulated (IUU) fishing, the Commission has initiated the termination of the EU-Comoros fisheries agreement. Parliament’s consent, requested for this first ever denunciation of a fisheries agreement on grounds of IUU fishing, will be subject to a plenary vote planned for the March plenary session.

Management of the EU external fishing fleet

During the December plenary session, Parliament is expected to vote at second reading on a Commission proposal to revise the EU system of issuing and managing fishing authorisations. The aim is to improve monitoring and transparency of the EU external fishing fleet, wherever it operates.
