For more than 25 years, environmental impact assessments (EIAs) have been required for projects likely to have a significant impact on the environment. A revision of the EIA Directive aims to correct shortcomings and to simplify and harmonise the assessment process.

The purpose of this study is to examine and review biorefinery technology options that exist to convert biomass in the form of agricultural crop and forestry residues and waste from the whole food chain into biomaterials and bioenergy. It assesses the technological options, including the sustainability of the processes involved. The accession countries in Central and Eastern Europe will require sustained economic growth in order to catch up with the existing EU countries – whilst continuing their integration with the EU. At the same time the 'acquis communautaire' should be taken into account which imposes enormous investment requirements on transition countries. This study seeks to examine the economic and policy context for environmental investments in the candidate countries of Central and Eastern Europe.
