Podczas lipcowej sesji plenarnej Parlament Europejski ma wyrazić zgodę na projekt decyzji Rady zmieniającej Akt dotyczący wyborów przedstawicieli do Parlamentu Europejskiego w powszechnych wyborach bezpośrednich z 1976 r. ustanawiający wspólne zasady dotyczące wyborów do Parlamentu Europejskiego. Nowe przepisy określą między innymi minimalny próg w wysokości od 2% do 5% dla okręgów z liczbą co najmniej 35 mandatów.
