W czerwcu 2023 r. Komisja przedstawiła wniosek mający na celu zwiększenie skuteczności i bezpieczeństwa procedur dotyczących podatku u źródła w UE z myślą o inwestorach transgranicznych i administracjach podatkowych państw członkowskich i z korzyścią dla unii rynków kapitałowych UE. Przyjęcie dyrektywy wymaga jednomyślnego głosowania w Radzie po konsultacji z Parlamentem.
