Ao longo dos anos, a UE tem-se afastado da produção de produtos de mão-de-obra intensiva e de baixo valor, de forma a especializar-se em bens de marca de maior valor. Devido à sua economia aberta, o comércio é essencial para a UE. Para ultrapassar as barreiras ao comércio e nivelar as condições de concorrência para as suas empresas, a União negocia vários acordos de comércio livre (ACL). A UE também é fundadora e uma agente essencial da Organização Mundial do Comércio (OMC).

A Organização Mundial do Comércio (OMC) trabalha em prol de um sistema de comércio internacional assente em regras. Apesar do impasse nas negociações comerciais, estão a ser exploradas formas para modernizar as regras da OMC e dar resposta aos novos desafios globais. Nos termos do Tratado de Lisboa, o Parlamento legisla conjuntamente com o Conselho, tem de aprovar as alterações aos acordos da OMC e os novos acordos e tem um papel importante de controlo da política comercial internacional.
