It also pinpointed the Horizon 2020 programme (2014-2020) and science diplomacy as the main tools for implementing the strategy. This Implementation Appraisal presents and evaluates the implementation of the strategy after a number of years in force, examining both successes and shortcomings. It also stresses the need to ensure the efficient use of means in the financial framework for 2021 to 2027.

In recent years the EU concluded Association Agreements, including the creation of a Comprehensive Free Trade Areas with Georgia, Moldova and Ukraine. These are amongst the most complex and comprehensive legal treaties concluded by the EU with third countries. The treaties place a profound obligation on the partner countries of legal approximation, that is, to undertake extensive, binding commitments to adopt vast swathes of the acquis in order to stimulate political and economic development and institutional modernisation. This study shows that creating the institutional framework for implementation is a challenging and drawn-out process. While all countries have made some progress with devising these mechanisms, they are short of the necessary political leadership, policy planning, administrative capacity and there is a dearth of budgetary planning to enable effective implementation. There is also a notable need to embed implementation into wider reform strategies. While these issues are being addressed on the part of the countries, the EU can assist them by providing the necessary systemic support in an integrated, sequenced and long-term way.

This publication provides an overview of trade relations between the EU and Latin American and Caribbean countries and groupings. This publication provides an overview of trade relations between the EU and Latin American and Caribbean countries and groupings. The EU has concluded fully fledged agreements with two Latin American groupings (Cariforum and the Central America group), a multiparty trade agreement with three members of the Andean Community (Colombia, Ecuador, and Peru), and bilateral agreements with Chile and Mexico. It is currently also modernising its agreement with Mexico and intends soon to start negotiations on modernising its agreement with Chile. The EU has also concluded framework agreements with Mercosur and its individual members (Argentina, Brazil, Paraguay, and Uruguay). The agreement with the former will be replaced, once the on-going negotiations on an EU-Mercosur association agreement have been completed. This publication provides recent data on trade relations between the EU and Latin American and Caribbean countries and groupings, compares the agreements governing trade relations that have already been concluded, and analyses the reasons behind the ongoing and planned negotiations on the EU-Mercosur, EU-Mexico and EU-Chile agreements. Structural reforms have been identified as crucial to accelerating economic recovery, boosting growth and reducing unemployment. In November 2015, the European Commission proposed to establish the Structural Reform Support Programme 2017-2020, to provide Member States with technical assistance in designing and implementing structural reforms. The proposed budget is €142.8 million, to be taken from existing technical assistance resources under the European Structural and Investment Funds. Building on experience relating to reforms in Greece and Cyprus, the programme aims to improve administrative and institutional capacity, to facilitate better implementation of EU law, in particular the country-specific recommendations issued under the European Semester, more efficient use of EU funds and the introduction of growth-enhancing structural reforms. Agreement was reached in interinstitutional negotiations in February 2017, and the EP plenary vote took place in April. The adopted regulation (EU) 2017/825 was signed on 17 May and published in the Official Journal on 19 May 2017. Fourth edition. Council discharge by the European Parliament - Finding solutions

This study synthesises the main arguments behind the disagreement between the Parliament and the Council over the issue of whether the discharge procedure allows the Parliament to hold the Council to account concerning the management of its own administrative budget. It then examines the discharge procedure as an accountability mechanism and its impact on the EU legitimacy. EU development cooperation with Latin America is mainly conducted through the Development Cooperation Instrument (DCI) and its different geographical (regional, sub-regional and bilateral) and thematic programmes. Nevertheless, the 2014-2020 programming period has brought about the introduction of a new blending financial instrument for the region, the Latin American Investment Facility (LAIF), which combines EU grants with other resources. It has also seen the transition of most Latin American countries away from being eligible for bilateral DCI development aid and towards their inclusion instead in EU bilateral cooperation through the new Partnership Instrument (PI). This poses a series of new challenges but, simultaneously, offers new opportunities by opening cooperation to other areas and sectors. The European Parliament has a strong involvement in the issues concerning development cooperation. Since 2012, it has adopted a number of resolutions on the topic: one defining a new form of development cooperation with Latin America, another calling for increasing the effectiveness of development cooperation, and a third on achieving policy coherence and enhancing the role of local authorities.

The IA is well structured, clear and compact. Overall, it appears to provide well-researched explanation of the evidence base of the legislative proposal. The problem definition is illustrated by facts and figures which give a clear view of international security threats. The outcome of the stakeholder consultation is clearly presented and has been integrated into the analysis and the assessment of the different options, with a transparent presentation of stakeholders' views throughout. The IA is well structured, clear and compact. Overall, it appears to provide well-researched explanation of the evidence base of the legislative proposal. The problem definition is illustrated by facts and figures which give a clear view of international security threats. The outcome of the stakeholder consultation is clearly presented and has been integrated into the analysis and the assessment of the different options, with a transparent presentation of stakeholders' views throughout. Nevertheless, the IA has a number of shortcomings. A clearer explanation of the links between the problems and their drivers, the objectives of the legislative proposal and the options considered, would have strengthened the IA. The report would have been more persuasive had it been clearer about the methodological approach to the comparison of the options. Even if the Commission made efforts to collect relevant data in preparation of the IA, the analysis remains essentially qualitative. Finally, the IA remains vague about the overall impact of the proposal on SMEs and competitiveness.

Research for TRAN Committee - Status Report on the Deployment of SESAR

This report captures the status of deployment of SESAR through the Pilot Common Project (PCP) in terms of state of play, costs and timeliness. It is concluded that the PCP implementation is on time and underpinned by a credible management structure. The expenditure to date through the Connecting Europe Facility (CEF) mechanism is EUR 325.4 million, out of EUR 3 billion planned for 2014-2020. However, as the PCP implementation is at an early stage, the benefits are still to be quantified.

Since early 2014 cyber policy has become part of the agenda of the EU-Brazil Strategic Partnership. The two have agreed on the need for support for inclusive and transparent internet governance based on a multistakeholder governance model, and are moving forward on a number of related bilateral initiatives in the 2015-2017 Joint Action Plan. In 2014, Brazil hosted the Global Multistakeholder Meeting on Future Internet Governance (NETMundial) which established principles on internet governance endorsed by both the EU and Brazil. These encompass inclusiveness, legitimacy, accountability, and global public interest. As a move towards greater independence of digital flows between Latin America and the Europe, the Brazilian government and the EU are developing a project to establish a public-private partnership to lay a submarine fibre-optic cable across the Atlantic Ocean, from Fortaleza (Ceará, Brazil) to Lisbon (Portugal).
