This briefing will give a brief overview of the EU-Russia sanctions framework, before discussing existing EU tools for protecting its financial interests, access to beneficial ownership data and EU initiatives to ensure sanctions enforcement. It serves as background information for the CONT Committee workshop of 6 November 2023 on ‘Preventing EU funds from reaching sanctioned individuals or entities’.

Common foreign and security policy (CFSP) has a particular status in the EU legal framework, part of which is the unanimity rule within the Council. This report analyses decision-making rules in CFSP from a 'cost of non-Europe' perspective. It identifies CFSP challenges and the extent to which they could be attributed to unanimity. This allows us to identify the current 'cost of unanimity'. The report also analyses possible alternatives to unanimity decision-making in CFSP, such as a switch to qualified ...

Reflagging to a flag of convenience is a practice whereby a ship-owner registers their ships in a country with relatively light controls or low standards, for instance in the area of environmental or employment law. While this is legal in principle, it is often combined with illegal practices, including the circumvention of sanctions. The International Maritime Organization (IMO) and the EU are trying to tackle abusive reflagging.

Outraged by Russia's illegal and unprovoked full-scale invasion of Ukraine in February 2022, European Union countries swiftly adopted unprecedentedly tough sanctions, in close cooperation with partners including the United States, the United Kingdom, Canada, Australia and Japan. The rapid succession of ten packages of EU sanctions adopted since then, in what has already been labelled a 'sanctions revolution', have resulted in an unparalleled set of measures targeting the key sectors of the Russian ...

This has included several packages of economic sanctions against Russia aimed at severing the country from technologies and financial sources that fuel its war, and directly targeting the persons and entities involved. The US in cooperation with ...

The sanctions seek to weaken ...

Corruption in third countries can also affect the functioning of EU democracy with flows of money buying political influence in the EU. In her 2022 State of the Union address, the European Commission President, Ursula von der Leyen, proposed to ...

The heavy sanctions imposed by the West on Russia over its war against Ukraine have had a considerable impact on the Russian digital sector. Russia has made efforts to circumvent the sanctions; counteracting these efforts requires consistent implementation and enforcement. Further coordination in this regard would increase the impact of existing sanctions and form a step towards ending the war.

EU relations with Iran

Briefing 31-01-2023

Even though the EU and Iran have worked together over the past 4 years to save the nuclear agreement known as the Joint Comprehensive Plan of Action (JCPOA), relations between the two sides have reached a new low. The EU is concerned about the acceleration of Iran's nuclear programme in violation of the JCPOA and the country's reluctance to cooperate fully with the International Atomic Energy Agency. In addition, the Iranian authorities' violent crackdown on and execution of peaceful protesters has ...

Implementation of EU customs legislation with regard to areas such as risk management and impact management measures differs across Member States. National systems also diverge in the extent to which they have been updated in line with the UCC. Furthermore, significant differences in sanctions regimes create barriers to trade and distortions in the Single Market. This study makes recommendations to Member States and the EU to address some of the weaknesses of the current customs controls and sanctions ...
