This At a glance note summarises the study providing research into the operations of Unmanned Aircraft Systems (UAS) within European Airspace and in particular over populated areas. It provides an overview of good practices and military and civil UAS integration. This research has been used to inform an assessment of the Drone Strategy 2.0 and the extent to which it addresses the challenges and barriers identified. The study concludes with a set of proposed policy recommendations.

Unmanned aerial vehicles – drones – are a rapidly evolving high potential sector. They require an adequate legislative framework to ensure that the services they can provide thrive in the EU internal market while meeting security and safety standards. This paper details the major safety risks associated with the use of drones into airspace and identifies the technical solutions that could address these risks. It also examines to what extent existing/proposed aviation regulations are appropriate to ensure the safety of drone operations and makes recommendations on this matter.

Congestion at major EU airports has led to a system of take-off and landings permits called ‘slots’. Airlines are allocated slots according to their previous use, through the ‘Grandfather Rights’ rule. This note shows that while this system impacts negatively on aircraft size, through phenomena known as ‘slot hoarding’ and ‘slot babysitting’, this impact is mitigated by the increase in traffic which brings about operation of larger aircraft.

This report captures the status of deployment of SESAR through the Pilot Common Project (PCP) in terms of state of play, costs and timeliness. It is concluded that the PCP implementation is on time and underpinned by a credible management structure. The expenditure to date through the Connecting Europe Facility (CEF) mechanism is EUR 325.4 million, out of EUR 3 billion planned for 2014-2020. However, as the PCP implementation is at an early stage, the benefits are still to be quantified.
