Domeniul său de acțiune în contextul crizei recente din sectorul pescuitului a fost considerat ca fiind limitat, având în vedere natura mecanismelor sale de intervenție și fondurile reduse alocate acestora, fapt care a dus la o reformă cuprinzătoare prin care au fost stabilite noile baze ale OCP și ale întregii PCP începând din 2014. OCP revizuită îmbunătățește supravegherea pieței și siguranța alimentară și informarea consumatorilor, promovând dezvoltarea comercializării produselor regionale.

Research for PECH Committee - Fisheries in Japan

The present note was requested by the Committee on Fisheries of the European Parliament for its Delegation to Japan (18-22 September 2017). The note provides a review of the main characteristics and specificities of Japan fisheries sector and related activities. It provides an overview of issues such as the legal and institutional framework, fisheries management, catches, the fishing fleet, fishing industry, trade, employment, the fish market and marine research.

Close to a new plan to manage Baltic fisheries

The European Commission has tabled a proposal for a multiannual management plan for stocks of cod, herring and sprat in the Baltic Sea and for the fisheries exploiting them. Multiannual plans are an essential tool for sustainable exploitation of fish stocks and for increased predictability over the long run for fishermen. The European Parliament is now due to vote on a compromise found, after 10 months of interinstitutional negotiations, with a view to a first reading agreement.

The main strengths of the IA are its use of wide-ranging and apparently sound information from the external studies, meetings and consultations, as well as the cogent presentation of the stakeholder views and the results of the public consultation throughout the report. The IA appears to be well-illustrated by examples; however, they do not always facilitate a better understanding of the current issues due to their sometimes inconsistent and rather confusing presentation. The main strengths of the IA are its use of wide-ranging and apparently sound information from the external studies, meetings and consultations, as well as the cogent presentation of the stakeholder views and the results of the public consultation throughout the report. The IA appears to be well-illustrated by examples; however, they do not always facilitate a better understanding of the current issues due to their sometimes inconsistent and rather confusing presentation. The analysis of the various impacts on stakeholders and fishing regions is rather weak. In particular, the analysis of impacts on SMEs is brief, qualitative and very general, and might have merited a more in-depth approach. It is unclear why Options 1 and 2.1 were retained for further analysis since it is claimed that they would only have a limited contribution to solving the problems of enforcement of the technical measures. A more detailed analysis is provided for Option 2, which is the preferred option, in comparison to the other options, which might suggest that the apparent choice of options is not as broad as it may appear. Finally, the IA could have given greater insight into how the remaining technical measures regulations and the Commission acts would be affected in practice as a result of this proposal.

Of all the fisheries partnership agreements currently in force, the EU-Mauritania agreement is by far the most significant in economic terms. A new protocol, setting the details for implementation of the agreement over the coming four years, was signed and entered into provisional application in November 2015. Parliament's consent is now required for the conclusion of this protocol.

Multiannual plans for fisheries management are an essential tool to ensure the sustainable exploitation of fish stocks and marine ecosystems. They also offer increased predictability to fishermen in the long run. In October 2014, the European Commission proposed a multiannual plan for stocks of cod, herring and sprat in the Baltic Sea and for the fisheries exploiting them. This Baltic multiannual and multispecies plan is the first proposed plan to build on the principles of the 2013 reform of the Common Fisheries Policy. Seen as a test case, it may have some spill-over effect on new proposals for multiannual plans, some of which are expected from the European Commission in the near future. The Council adopted its general approach on 20 April 2015, and the European Parliament voted on legislative amendments in plenary on 28 April, before referring the matter back to the Committee on Fisheries. After 10 months of difficult interinstitutional negotiations, a compromise was reached in March 2016 in trilogue discussions. The EP's Committee on Fisheries endorsed the trilogue result on 19 April and the plenary should vote on the final outcome in June. The European Union is a contracting party to the International Commission for the Conservation of Atlantic Tunas (ICCAT), responsible for the management of these stocks and the fisheries exploiting them. Elements of international commitments made by the EU in ICCAT between 2012 and 2014, which are not already part of EU law, should be included therein. This also provides the occasion to group measures on a multiannual recovery plan for Bluefin tuna within a new regulation.
