The main purpose of the paper is to facilitate the legislative work of MEPs relating to the next reform of the CAP. The paper could additionally serve to explore and discuss the CAP proposals put forward by academics and stakeholders. Six dashboards set out how the CAP reform package (2021/2027) proposed by the European Commission on 1st June 2018 compares with the current CAP (2014/2020) regulations on a topic-by topic basis. The briefing note also offers some comments on the main elements of the legislative proposals in order to help the MEPs with their response to the Commission’s package. These comments are substantially based on the resolutions previously adopted by the Plenary of the European Parliament. Additional comments are also provided of a technical and explanatory nature. Spoločná poľnohospodárska politika (SPP) a zmluva

Po vstupe Rímskej zmluvy do platnosti boli poľnohospodárske politiky členských štátov nahradené intervenčnými mechanizmami na úrovni Spoločenstva. Základy spoločnej poľnohospodárskej politiky zostali od Rímskej zmluvy nezmenené s výnimkou pravidiel týkajúcich sa rozhodovacieho postupu. Lisabonskou zmluvou sa spolurozhodovanie uznalo za riadny legislatívny postup v oblasti spoločnej poľnohospodárskej politiky (SPP), čím sa nahradil postup konzultácie.

Financovanie SPP

Financovanie spoločnej poľnohospodárskej politiky tradične zabezpečoval jediný fond, a to Európsky poľnohospodársky usmerňovací a záručný fond (EPUZF), ktorý bol 1. januára 2007 nahradený Európskym poľnohospodárskym záručným fondom (EPZF) a Európskym poľnohospodárskym fondom pre rozvoj vidieka (EPFRV).

V oblasti spoločnej poľnohospodárskej politiky (SPP) sa v priebehu času uskutočnilo päť veľkých reforiem, z ktorých najnovšie prebehli v roku 2003 (revízia v polovici trvania), v roku 2009 (preskúmanie stavu) a v roku 2013 (na rozpočtové obdobie 2014 – 2020). Prvé diskusie o SPP po roku 2020 sa začali v roku 2016 a príslušné legislatívne návrhy boli predložené v júni 2018.

Prvý pilier SPP: I – spoločná organizácia trhov (SOT) s poľnohospodárskymi výrobkami

SOT predstavuje rámec trhových opatrení, ktoré sú súčasťou SPP. Výsledkom postupných reforiem bolo, že v roku 2007 sa 21 spoločných organizácií trhov zlúčilo a vznikla jedna SOT pre všetky poľnohospodárske výrobky. SPP sa následkom revízií súčasne orientovala čoraz viac na trhy a znižoval sa dosah intervenčných nástrojov. Intervenčné nástroje sa teraz považujú za tzv. záchranné siete, používané len v prípade krízy.
