Having considered the possibility of merging the Creative Europe programme with other programmes supporting European values, rights and justice, the European Commission has decided to continue the Creative Europe programme as a stand-alone programme, increasing its budget by 17 %. The only programme focusing exclusively on cultural and creative activities and enterprises, it falls under the 'Cohesion and values' heading of the 2021-2027 multiannual financial framework. The existing programme focuses on the economic dimension of the cultural sector and its contribution to job creation and economic growth. Some stakeholders have voiced concern at taking such a strongly economic approach to culture. Under proposed programme, the economic dimension is one axis alongside the social dimension, and culture's contribution to international relations. The proposed framework for cultural policy therefore highlights not only the economic dimension of the cultural and creative sectors, but also the role of culture in social cohesion and its relation to creative and artistic freedom and diversity, and freedom and plurality of media. Both Parliament and Council have agreed positions on the proposal, and trilogue negotiations started in autumn 2019 with a view to finding agreement before Council’s first reading. Third edition. The objective of this study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the JURI Committee, is to examine the current status quo of implementation of the Directive, and to carry out an in-depth review of the practices in selected Member States. The study provides a brief overview of the international framework concerning the term of protection for performers and phonogram producers, and analyses the main objectives and provisions of the Term Extension Directive. It explores in-depth the implementation and practices in seven selected Member States, and identifies best practices that can serve as a model for other EU Member States. In addition, the long term effects of the Directive are considered, both within the EU (in relation to relevant EU policies) and outside the EU (in relation to its main trading partners).

This briefing analyses the EU’s current programmes 2014-2020 that support cultural work with refugees in Europe and provides case studies of EU-funded projects in this field. It offers feedback from these projects, recommendations on the future programme generation, and suggests actions for the CULT Committee and its Members in order to inform and influence the future EU programme generation beyond 2020.
