Výbor regiónov je zložený z 350 členov zastupujúcich regionálne a miestne orgány 28 členských štátov Únie. Vydáva stanoviská na základe povinnej (ako sa vyžaduje podľa zmlúv) a nepovinnej konzultácie, prípadne z vlastného podnetu. Jeho členovia nie sú viazaní žiadnymi záväznými pokynmi. Vykonávajú svoju funkciu nezávisle vo všeobecnom záujme Únie.
