Generálne riaditeľstvo Komisie pre humanitárnu pomoc a civilnú ochranu (GR ECHO) financuje operácie pomoci a koordinuje politiky a činnosti členských štátov. Európsky parlament a Rada EÚ konajú ako spoluzákonodarcovia pri tvorbe politiky humanitárnej pomoci EÚ a zúčastňujú sa na celosvetovej diskusii o účinnejšej humanitárnej činnosti.

Vzťahy medzi EÚ a Afrikou upravuje Dohoda z Cotonou a spoločná stratégia EÚ a Afriky, ktoré zahŕňajú politické, hospodárske a rozvojové aspekty.
