Mikropodniky, malé a stredné podniky (MSP) tvoria 99 % všetkých podnikov v EÚ. Zabezpečujú dve tretiny pracovných miest v súkromnom sektore a prispievajú viac ako polovicou k celkovej pridanej hodnote vytvorenej podnikmi v EÚ. Prijali sa viaceré akčné programy na podporu MSP, napr. iniciatíva Small Business Act, Horizont 2020 a program COSME. Ich cieľom je zvýšiť konkurencieschopnosť MSP prostredníctvom výskumu a inovácií a zlepšiť prístup MSP k financovaniu.

Európska politika v oblasti výskumu a technologického rozvoja je od podpísania prvých zmlúv Spoločenstva jednou z dôležitých oblastí v európskej legislatíve, ktorá bola rozšírená na začiatku 80. rokov, keď sa zaviedol európsky rámcový program pre výskum. Od roku 2014 sú finančné prostriedky EÚ na výskum z prevažnej časti zoskupené v programe Horizont 2020, 8. rámcovom programe EÚ pre výskum a inováciu na obdobie 2014 – 2020, ktorého cieľom je zabezpečenie globálnej konkurencieschopnosti Európy.

However, fragmentation, differences in data policies, scarce incentives, interoperability problems and lack of high-capacity data infrastructure, among other challenges, are slowing down its development in Europe.
