Zato je EU vzpostavila regulativni okvir za telekomunikacije, ki z vrsto pravil, ki se uporabljajo v vseh državah članicah EU, pokriva fiksne in brezžične telekomunikacije ...

Informacijske in komunikacijske tehnologije so v EU že od leta 1995 gonilo produktivnosti in rasti[1]. V zadnjih treh desetletjih je tehnološko zbliževanje zabrisalo meje med telekomunikacijami, radiodifuzijo in informacijsko tehnologijo. Komisija je leta 2015 začela uvajati enotni digitalni trg, da bi pripravila poglavitne prednostne zakonodajne predloge, na primer o spodbujanju e-poslovanja, avtorskih pravicah, zasebnosti v elektronskih komunikacijah, harmonizaciji digitalnih pravic, harmonizaciji ...

Notranji trg je območje blaginje in svobode, ki omogoča dostop do blaga, storitev, delovnih mest, poslovnih priložnosti in kulturnega bogastva. Za nadaljnjo poglobitev enotnega trga, ki bi potrošnikom in podjetjem v EU prinesel znatne koristi, pa si je treba neprestano prizadevati. Zlasti enotni digitalni trg odpira nove priložnosti za krepitev gospodarstva (z elektronskim trgovanjem) in hkrati zmanjšuje upravno breme (z e-upravo in digitalizacijo javnih storitev). Prosti pretok blaga zagotavljata odprava carin in količinskih omejitev ter prepoved ukrepov, ki bi imeli enak učinek. Načela vzajemnega priznavanja, odprave fizičnih in tehničnih ovir ter spodbujanja standardizacije še dodatno podpirajo dokončno vzpostavitev notranjega trga. Novi zakonodajni okvir, sprejet leta 2008, je okrepil prosti pretok blaga, sistem za nadzor trga v EU in oznako CE.
