This note, prepared by Policy Department A for the Committee on Employment and Social Affairs, summarises the background on the phenomenon of platform work, and introduces the focus and the key findings of the recent study "The Social Protection of Workers in the Platform Economy". It then lists the key recommendations of the study to give the interested audience a quick overview on the main findings of the study.

The leaflet provides a quick overview on the changes proposed by the Commission, as compared to current rules, as well as their assessment. Uskladitev sistemov socialne varnosti je potrebna, če želimo podpreti prosto gibanje oseb na ozemlju Evropske unije. Od maja 2010 je v veljavi temeljito prenovljen in posodobljen zakonodajni sistem, ki je nadomestil zakonodajo iz 70. let, z dodatnimi zakonodajnimi akti pa je bila izboljšana zaščita pravic delavcev, ki uveljavljajo pravico do prostega gibanja. Na koncu leta 2016 je bila predlagana revizija sistema, da bi ga prilagodili sodobnim gospodarskim in družbenim danostim v EU.

Ena od štirih svoboščin, ki jih uživajo državljani EU, je prosto gibanje delavcev, ki obsega pravico do gibanja in stalnega prebivanja delavcev, pravico do vstopa in stalnega prebivanja za družinske člane ter pravico do dela v drugi državi članici in do enake obravnave kot državljani te države članice. Nekatere države imajo omejitve za državljane iz novih držav članic. Pravila o dostopanju do socialnih prejemkov trenutno izhajajo zlasti iz sodne prakse Sodišča Evropske unije.

Evropska unija dopolnjuje dejavnosti držav članic v povezavi s pravico delavcev do obveščenosti in posvetovanja z ukrepi, namenjenimi spodbujanju sodelovanja med državami članicami, ali s sprejemanjem minimalnih zahtev v direktivah.

This study provides an overview of the social and employment situation in the US. The paper has been put together to inform the Delegation of the Employment and Social Affairs Committee in view of their visit to Washington, USA in April 2017. The paper looks at the labour market situation in the USA over the last decade, social protection in the USA, and recent developments in the labor market and social protection.
