The EU 2030 Biodeversity Strategy

Following the presentation of the Communication on the EU Biodiversity Strategy for 2030 - Bringing nature back into our lives (COM (2020) 380 of 20 May 2020), this briefing note (1) provides background elements on the EU Biodiversity policy, (2) presents the key features of its new strategy and (3) analyses its potential effects on the CAP and the upcoming national strategic plans.

The Commissioner-designate, Janusz Wojciechowski, appeared before the European Parliament on 1 and 8 October 2019 to answer questions put by MEPs from the Committee on Agriculture and Rural Development. During the hearings, he made a number of commitments which are highlighted in this document. The Commissioner-designate, Janusz Wojciechowski, appeared before the European Parliament on 1 and 8 October 2019 to answer questions put by MEPs from the Committee on Agriculture and Rural Development. During the hearings, he made a number of commitments which are highlighted in this document. These commitments refer to his portfolio, as described in the mission letter sent to him by Ursula von der Leyen, President-elect of the European Commission. His future task will be focused on building a modern and sustainable agriculture, including: - Concluding negotiations on a simplifed Common Agricultural Policy post 2020 and ensuring that its future Strategic Plans strike a balance between EU-wide objectives and national priorities; - Contributing to the EU “Farm to Fork strategy” looking at how the agri-food sector can improve the sustainability accross the agri-food supply chain, including through organic production; - Ensuring that agri-food production contributes to EU climate, environmental and biodiversity goals; - Strengthening the system of geographical indications and developing a new long-term vision for rural areas under the Strategic Plans post 2020; - Promoting Europe’s high-quality food standards worlwide.

This briefing note is written by the Policy Department for Structural and Cohesion Policies for the European Parliament’s Agricultural and Rural Development committee (AGRI Committee). The main purpose of the paper is to facilitate the legislative work of MEPs relating to the next reform of the CAP. The paper could additionally serve to explore and discuss the CAP proposals put forward by academics and stakeholders. Six dashboards set out how the CAP reform package (2021/2027) proposed by the European Commission on 1st June 2018 compares with the current CAP (2014/2020) regulations on a topic-by topic basis. The briefing note also offers some comments on the main elements of the legislative proposals in order to help the MEPs with their response to the Commission’s package. These comments are substantially based on the resolutions previously adopted by the Plenary of the European Parliament. Additional comments are also provided of a technical and explanatory nature. Sisteme domače podpore v kmetijstvu ureja Sporazum o kmetijstvu, o katerem so tekla pogajanja v urugvajskem krogu (1986–1994), veljati pa je začel leta 1995. Dolgoročni cilj sporazuma o kmetijstvu je vzpostaviti pošten in tržno usmerjen sistem kmetijske trgovine ter začeti proces reform, ki bo potekal s pogajanji o zavezah glede podpore in zaščite ter z določitvijo strožjih in operativno učinkovitejših predpisov in discipline. Krog pogajanj iz Dohe in kmetijstvo

Pogajanja iz Dohe so zadnji krog trgovinskih pogajanj Svetovne trgovinske organizacije (STO). Začela so se leta 2001 in pomenijo začetek novih kmetijskih pogajanj: države članice STO so se zavezale, da bodo občutno izboljšale dostop do trga in postopoma ukinile vse oblike izvoznih subvencij za podporo domačega trga, ki izkrivljajo trgovino, ob tem pa upoštevale države v razvoju, ki potrebujejo posebno in drugačno obravnavo.

Pogajanja iz Dohe so zadnji krog trgovinskih pogajanj Svetovne trgovinske organizacije (STO). Začela so se leta 2001 in pomenijo začetek novih kmetijskih pogajanj: države članice STO so se zavezale, da bodo občutno izboljšale dostop do trga in postopoma ukinile vse oblike izvoznih subvencij za podporo domačega trga, ki izkrivljajo trgovino, ob tem pa upoštevale države v razvoju, ki potrebujejo posebno in drugačno obravnavo.
