The aim of this In-Depth Analysis prepared by the Policy Department for Structural and Cohesion Policies is to explore the possible implications of the Farm to Fork Strategy (F2F) for agriculture and the CAP and, as a result, on the legislative works of the AGRI Committee over the 2020 - 2023 period. The Commissioner-designate, Janusz Wojciechowski, appeared before the European Parliament on 1 and 8 October 2019 to answer questions put by MEPs from the Committee on Agriculture and Rural Development. The main purpose of the paper is to facilitate the legislative work of MEPs relating to the next reform of the CAP. The paper could additionally serve to explore and discuss the CAP proposals put forward by academics and stakeholders. Six dashboards set out how the CAP reform package (2021/2027) proposed by the European Commission on 1st June 2018 compares with the current CAP (2014/2020) regulations on a topic-by topic basis. The briefing note also offers some comments on the main elements of the legislative proposals in order to help the MEPs with their response to the Commission’s package. These comments are substantially based on the resolutions previously adopted by the Plenary of the European Parliament. Additional comments are also provided of a technical and explanatory nature. Skupna kmetijska politika in Pogodba

Z začetkom veljavnosti Rimske pogodbe so kmetijske politike držav članic zamenjali intervencijski mehanizmi na ravni Skupnosti. Razen pravil glede postopka odločanja so temelji skupne kmetijske politike od Rimske pogodbe ostali nespremenjeni. Z Lizbonsko pogodbo se je za skupno kmetijsko politiko začel uporabljati postopek soodločanja kot „redni zakonodajni postopek“, ki je nadomestil postopek posvetovanja.

Prvi steber skupne kmetijske politike: I – Skupna ureditev trgov (SUT) kmetijskih proizvodov

Skupna ureditev trgov ureja tržne ukrepe, določene v okviru skupne kmetijske politike. Po zaporednih reformah je bilo leta 2007 21 skupnih ureditev trgov združenih v eno samo ureditev za vse kmetijske proizvode. Sočasno se je skupna kmetijska politika zaradi teh reform postopno bolj usmerila na trge, zmanjšal pa se je tudi obseg intervencijskih mehanizmov, ki se zdaj obravnavajo kot „varnostne mreže“ in se uporabljajo zgolj v primeru krize.
