This paper summarises the discussions that took place at the workshop on “E-commerce rules, fit for the digital age”. The E-commerce directive was elaborated twenty years ago and has been key in regulating online services. However, the role of the internet has drastically evolved over the last two decades. Developing appropriate policies and regulations for AI is a priority for the European Union. AI has become a powerful driver of social transformation, reshaping individual lives and interactions as well as economical and political organisations. AI brings huge opportunities for development, sustainability, health and knowledge, as well as significant risks of unemployment, discrimination, exclusion, etc. Multiple areas are affected by AI, such as data protection (lawful and proportionate processing of personal data, subject to oversight), fair algorithmic treatment (not being subject to unjustified prejudice resulting from automated processing), transparency and explicability (knowing how and why a certain algorithmic response has been given or a decision made), protection from undue influence (not being misled, manipulated, or deceived). This collection of studies presents research resulting from ongoing interest of the Committee on the Internal Market and Consumer Protection in improving functioning of the Digital Single Market and developing European digital policies based on scientific evidence and expertise.

Notranji trg je območje blaginje in svobode, ki omogoča dostop do blaga, storitev, delovnih mest, poslovnih priložnosti in kulturnega bogastva. Nenehno si je treba prizadevati za nadaljnjo krepitev enotnega trga, ki bi lahko močno koristila potrošnikom in podjetjem v EU. Nedavne raziskave kažejo, da načela prostega pretoka blaga in storitev ter zakonodaja na tem področju prinašajo koristi, ocenjene na 985 milijard EUR letno.

Prosti pretok blaga

Prosti pretok blaga zagotavljata odprava carin in količinskih omejitev ter prepoved ukrepov, ki bi imeli enak učinek. Načela vzajemnega priznavanja, odprave fizičnih in tehničnih ovir ter spodbujanja standardizacije še dodatno podpirajo dokončno vzpostavitev notranjega trga. Novi zakonodajni okvir, sprejet leta 2008, je okrepil prosti pretok blaga, sistem za nadzor trga v EU in oznako CE. Po podatkih najnovejših raziskav koristi, ki izhajajo iz prostega pretoka blaga in s tem povezane zakonodaje, ...

Vzajemno priznavanje diplom

Svoboda ustanavljanja in svoboda opravljanja storitev sta temelja enotnega trga in zagotavljata mobilnost podjetij in poklicnih delavcev znotraj EU. Za uresničevanje teh svoboščin morajo biti diplome in kvalifikacije, izdane na nacionalni ravni, splošno priznane. Sprejetih je bilo že več ukrepov za njihovo harmonizacijo in vzajemno priznavanje, na to temo pa se pripravlja še več zakonodaje.

Svoboda ustanavljanja in svoboda opravljanja storitev sta temelja enotnega trga in zagotavljata mobilnost podjetij in poklicnih delavcev znotraj EU. Za uresničevanje teh svoboščin morajo biti diplome in kvalifikacije, izdane na nacionalni ravni, splošno priznane. Sprejetih je bilo že več ukrepov za njihovo harmonizacijo in vzajemno priznavanje, na to temo pa se pripravlja še več zakonodaje.
