In November 2022, the Commission presented a proposal for a revision of the Packaging and Packaging Waste Directive (PPWD – Directive 94/62/EC). During its November II 2023 plenary session, the Parliament is due to vote on the report adopted on 24 October by its Committee on Environment, Public Health and Food Safety (ENVI). The report as voted would then form Parliament's position for negotiations with the Council, which has yet to adopt its position.

Directive 94/62/EC aims to harmonise national measures concerning the management of packaging and packaging waste. The objective is to protect the environment and ensure the proper functioning of the internal market. In 2018, the directive was revised, and more ambitious targets for recycling of packaging waste were set for EU Member States to achieve by 2025 and 2030 (for instance, by the end of 2030, at least 70 % by weight of all packaging waste will have to be recycled). Article 9(5) of the directive ...

Improving waste manage¬ment could deliver positive effects for the environment, climate, human health and the economy. As part of a shift towards a circular economy, the European Commission made four legislative proposals introducing new waste-management targets regarding reuse ...

Plastics pervade modern life; plastics production has been growing exponentially since the 1960s and is expected to double by 2036. Although there are over 1 000 types of plastic, 90 % of plastics are derived from virgin fossil fuels. In Europe, post-consumer plastic waste is either incinerated with energy recovery (39 %), landfilled (31 %) or recycled (30%). It is estimated that half of the plastic waste recycled is treated in the EU, while the other half is exported for recycling. The production ...
