European Central Bank annual report 2018

The Parliament will discuss the European Central Bank (ECB) annual report for 2018 during its February plenary session, in the presence of the ECB President, Christine Lagarde. The debate will be based on the own-initiative report of the Economic and Monetary Affairs Committee (ECON), which focuses on future monetary policy, review of the ECB toolkit, the move towards green central banking, and a stronger global role for the euro.

The annual report on human rights and democracy in the world is a comprehensive exercise that takes stock of all European Union (EU) actions in the human rights and democracy field. The report provides the European Parliament with an opportunity to recommend future EU action, considering current challenges, in its yearly resolution adopted in response to the EU report. The report for 2018 underlines that the EU should continue to play a leading role in tackling global democracy and human rights challenges, a view shared by the Parliament.

Two issues preoccupied the European Council in 2018: Brexit and migration. Whereas Brexit was an issue on which leaders of the EU27 could agree, migration was extremely divisive. Other issues of concern to the European Council included reform of Economic and Monetary Union, relations with the United States, and possible EU enlargement in the Western Balkans.

During the 2014-19 parliamentary term the European Union and notably the European Parliament, through its dedicated Committee on Petitions (PETI), has continued to uphold the right of citizens to petition the EP to raise issues and concerns and to call for redress and action in areas of EU competence, by mobilising institutions and Member States both on issues at the centre of the political debate, and on ‘‘orphan’’ or ‘‘dormant’’ issues. During the 2014-19 parliamentary term the European Union and notably the European Parliament, through its dedicated Committee on Petitions (PETI), has continued to uphold the right of citizens to petition the EP to raise issues and concerns and to call for redress and action in areas of EU competence, by mobilising institutions and Member States both on issues at the centre of the political debate, and on ‘‘orphan’’ or ‘‘dormant’’ issues. With the aim of better serving EU citizens, the Committee on Petitions has developed a Petitions Web Portal, adopted new and updated Guidelines, created a Petitions Network and a special Working Group on Child Welfare Issues. PETI continued to examine a high number of petitions raising issues in all areas of EU activity. In the 9th legislature, PETI could strengthen its achievements by exploring innovative ways to achieve effective solutions for the petitioners.

This briefing provides an overview of the European Parliament’s expectations and priorities for the banking union as set out in its annual Banking Union reports during the 8th legislative term. The main themes found in these reports over the last 4 years are highlighted in the first section of this briefing, while the second part turns to the ECB Banking Supervisor’s response to the 2017 Banking Union report, the most recent response available, as well as concrete actions expected from the SRB, who as yet have not provided a formal response. The annex of the briefing includes a comparison of the positions taken by the EP in the annual reports in the following policy areas: banking developments and structures; institutional and organisational issues; regulatory issues; completing the banking unions; risk assessment; supervisory issues and priorities; crisis management; and policies related to Anti-Money-Laundering (AML)

Every year, the European Parliament debates human rights and democracy in the world overall and the European Union's policy on the matter. In 2017, human rights were very much at the heart of the EU's external action. However, 2017 also saw a continued backlash, worldwide, against civil society, and particularly journalists, a rise in misinformation and growing populism. The European Parliament's Committee on Foreign Affairs (AFET) report calls for the continuous mainstreaming of human rights throughout EU action both internally and externally. Parliament is expected to debate it during the December plenary session.
