EU cyber-resilience act

Briefing 28-11-2023

New technologies come with new risks, and the impact of cyber-attacks through digital products has increased dramatically in recent years. Consumers are increasingly falling victim to security flaws linked to digital products such as baby monitors, robo-vacuum cleaners, Wi-Fi routers and alarm systems. For businesses, the importance of ensuring that digital products in the supply chain are secure has become pivotal, considering three in five vendors have already lost money owing to product security ...

On 31 March 2022, the Commission proposed a regulation that would lay down, in a single legal text, rules for geographical indications (GIs) for wine, spirit drinks and agricultural products, which are currently spread over three different regulations. During the May II plenary session, Parliament is expected to hold a debate on the report from the Committee on Agriculture and Rural Development (AGRI) and vote on the mandate for negotiations with the Council.

The current Machinery Directive (Directive 2006/42/EC) was designed to allow the free movement of machinery within the internal market, while ensuring a high level of user health and safety. To reduce the occurrence of accidents, it promotes the inherently safe design and construction of machinery, and proper installation and maintenance. On 21 April 2021, the Commission put forward a proposal for a regulation on machinery products, as part of a wider 'artificial intelligence package'. The need for ...

The IA provides a good information package concerning the revision of the CPR, including a summary of the SME test that was carried out, relying on a wealth of evidence, studies and reports. Yet, while the problem definition is well evidenced, the description of the problems and their scale would have benefited from more detailed explanations. In the extensive stakeholder consultations, stakeholders had different views about the policy options; for example, the preferred option received less support ...

Designed to improve the free movement of construction products in the EU internal market, the Construction Products Regulation (CPR) lays down harmonised conditions for the marketing of those products, provides a framework for a common technical language to assess their performance and sets out provisions on the use of CE marking. The Commission is planning to issue a proposal for a revision of the CPR by the end of March. The revision is expected to address the regulation's suboptimal performance ...

In 2016, the European Commission adopted a proposal for a regulation establishing a certification system for aviation security screening equipment. The proposal sought ‘to contribute to the proper functioning of the EU internal market and to increase the global competitiveness of the EU industry by establishing an EU certification system for aviation security equipment’. This system was to be based on EU type-approval and issuance of a certificate of conformity by manufacturers, which would have ...

EU fertilising products

Briefing 26-06-2019

Fertilising products are used to improve plant growth, mainly in agriculture, enabling higher crop yields. However, they are associated with some challenges as regards security of supply, the environment and health. Although the 2003 Fertilisers Regulation, which aimed at ensuring an internal market in fertilisers, has been effective, it mainly addresses mineral fertilisers and deters the introduction of new types of fertilisers. In March 2016, the Commission put forward a legislative proposal on ...

In March 2016, the European Commission presented a proposal on fertilising products, which would extend the scope of existing legislation, notably to cover organic and waste-based fertilisers, and set limits on heavy metals and contaminants in fertilising products. At its March II 2019 plenary session, the European Parliament is expected to vote on the agreement reached on the file after trilogue negotiations.

In 2016, following work in previous years but also in response to the Volkswagen (VW) case, the European Commission made a proposal to strengthen type-approval and market surveillance for motor vehicles. First-reading negotiations with the Council delivered a compromise, which now awaits a vote during the April plenary.

Consumer sale of goods

Briefing 12-03-2018

On 22 February 2018, the European Parliament's Committee for the Internal Market and Consumer Protection (IMCO) adopted its report on the Commission proposal for a new directive on the consumer sale of goods. The Commission's original proposal, dating from 2015, was replaced on 31 October 2017 by an amended one which intends to replace the existing Consumer Sales Directive dating from 1999 entirely, instead of regulating only online and other distance contracts as had originally been planned.
