China, the 16+1 format and the EU

Since 2012, China has engaged 16 central and eastern European countries (CEECs), including 11 EU Member States and five Western Balkan countries under the 16+1 cooperation format, which it has portrayed as an innovative approach to regional cooperation. Although framed as multilateralism, in practice this format has remained largely bilateral and highly competitive in nature. While in 2012 the CEECs had enthusiastically embraced this form of cooperation as a chance to diversify their EU-focused economic relations in the wake of the 2008 financial crisis, by 2018 some of them had voiced dissatisfaction with the economic results it had yielded for them. The 2018 Sofia summit guidelines for the first time stressed the need for a more balanced trade, reciprocity of market access and open tenders in infrastructure construction, thus echoing concerns the EU had repeatedly raised with China. Empirical evidence shows that China-CEEC trade had actually jumped prior to 2012, whereas afterwards it increased at a much slower pace, with Chinese exports to CEECs expanding much quicker than CEEC exports to China, thus generating an unbalanced trade that is heavily tilted in favour of China. Foreign direct investment (FDI) data reveal that while Chinese FDI is highly concentrated on the biggest CEECs, it accounts for an extremely low share of total FDI stock. Some smaller CEECs have started to attract Chinese FDI as well, although at comparatively low levels. Some of China's infrastructure construction projects in the CEECs have suffered setbacks in a regional environment governed by EU norms and regulations. The EU engages in the 16+1 as a summit observer, adheres to the principles of its 2016 strategy for China and works towards cooperation with China on physical and digital infrastructure - through the EU-China Connectivity Platform. It has added the Berlin Process to its Western Balkans policy and has issued a new strategy providing for a credible enlargement perspective for and an enhanced EU engagement with the Western Balkans. The Single Resolution Mechanism, which started in January 2016, must ensure that even the largest, most interconnected and complex bank in the euro area can fail. One critical element to make this feasible is enhancing the resolvability of banks. Systemic banking groups are in general highly complex institutions composed of many different legal entities that are interconnected not only in a juridical sense but also operationally and financially. To carry out this analysis, the author assessed the 125 banks that were under the direct supervision of the European Central Bank as of May 2016, of which almost three-quarters are internationally active and more than a third of which are owned or controlled by one or more other banks. This paper looks at the critical elements in the resolvability of these internationally active and bank-owned banking groups and reaches two main findings. First, resolution authorities need to introduce closer coordination and cooperation in order to lower the costs of resolution (e.g. bail-in costs and negative financial stability effects). Secondly, decision-makers within bank-owned banking groups need to change their system of governance to allow for orderly resolution (e.g. to allow prompt capital and asset transfers for loss absorption in resolution). This paper was requested by the European Parliament under the supervision of its Economic Governance Support Unit.

The International Bank for Reconstruction and Development, nowadays known as the World Bank, was conceived to help rebuild European countries devastated by the Second World War. Since then, through various reforms, its mission has evolved and its scope and staff increased significantly. Nowadays, the World Bank Group consists of five institutions (IBRD, IDA, IFC, MIGA and ICSID), each with a particular mode of organisation and a specific scope and mission. The institution and its role have evolved significantly since its inception in 1944, most recently with its 2013 strategy, although the main reasons behind its existence remain. The five institutions that form the World Bank Group have slightly different memberships, along with boards of governors and boards of directors. Commentators have presented arguments in favour of the Bank, as well as many criticisms and concerns with regard to its work. In particular, criticisms concerns issues such as smaller countries being inadequately represented, and some of the Bank's models being too conservative and in need of updating to take into consideration the evolution of today's world economy. Furthermore, critics say the Bank should engage meaningfully with the international human rights framework and assist its member countries in complying with their own human-rights obligations; and despite positive results from some of the Bank's programmes, these have also had negative spill-overs in the countries concerned.
