On 1 June 2023, the European Commission published a proposal seeking to update the Directive on investigation of accidents in the maritime transport sector, in order to take into account changes in the international maritime regulatory environment and technological developments in the maritime sector in recent years. The proposal also seeks to achieve an improved concentration of resources and to address shortages in expertise. Within the European Parliament, the Committee on Transport and Tourism ...

The briefing provides an overview of the key positions taken ahead of MEPC 80 with a focus on both the setting of ambitious GHG targets under the revision to the IMO GHG Strategy and the further discussion of the basket of mid- to long-term measures needed to deliver this enhanced level of ambition.

This At a glance note sumarises the study evaluating the costs and benefits on fisheries and aquaculture of three types of spatial protection measures: (i) Fish Stock Recovery Areas (FSRAs), (ii) Marine Protected Areas (MPAs), and areas designated as (iii) Other Effective area-based Conservation Measures (OECMs). The research assesses how far fisheries co-management approaches can potentially help to achieve the European Union targets. The study uses three case studies from France, Spain and Greece ...

This Briefing provides a pre-legislative synthesis of the positions of national, regional and local governmental organisations on the European Commission's recent initiative, 'Setting the course for a sustainable blue planet – Update on the international ocean governance agenda'. It forms part of an EPRS series offering a summary of the pre-legislative state-of-play and advance consultation on a range of key European Commission priorities during its five-year term in office. It seeks to present the ...

The United Nations 2030 Agenda and the 17 Sustainable Development Goals (SDGs), adopted in 2015, set the global roadmap for achieving sustainable development. It includes SDG 14 on 'life below water', which focuses on the sustainability of the oceans, thereby recognising their essential role in life on our planet. Oceans contain 80 % of all life forms, produce more than 50 % of the Earth's oxygen and play a central role in regulating the climate. In addition, the 'blue economy' provides 4.5 million ...

Marine resources are a vital and growing source of food for human consumption, while oceans also play an important role in climate regulation. Scientific evidence shows that the climate system has changed rapidly in recent decades, with the oceans greatly mitigating the effects of climate change by absorbing excess heat and human-made carbon emissions. The velocity of the effects of climate change leaves little room for adaptation, causing both declines in abundance and geographic shifts in fish ...

The blue economy encompasses all economic activities relating to oceans and seas. It employs over 4 million people in the EU and its landscape is evolving rapidly. Some traditional sectors are in decline while other sectors, both established and emerging, are showing strong potential for growth and innovation. This paper focuses on the EU policy framework and the various EU initiatives and actions linked to the blue economy. It provides an overview of the cross-cutting 'key enablers' and a sector ...

The African Union's blue strategy

Kort sammanfattning 14-03-2019

Harnessing ocean resources in a sustainable manner is the 'new frontier of the African renaissance', according to the African Union. To this end, the African Union has designed an ambitious maritime strategy aimed at restoring ocean health, reinstating security at sea, and strengthening strategic 'blue growth' sectors. The EU is supporting this strategy, which is in line with the main aspects of its own approach to the Africa-EU partnership.

Although oceans are essential to us in many ways, the state of marine biodiversity remains little known. What we do know, however, is that human activities create a number of pressures such as (over-)exploitation, carbon emissions, and pollution, including marine litter. The European Union (EU) has been active in promoting the sustainable use of the seas. In early 2018, the European Commission presented a strategy to address the issue of plastics pollution, including microplastics in our seas.
