Briefing 02-05-2022

The Roaming Regulation established the 'roam like at home' (RLAH) rule that mandated the end of retail mobile roaming charges as of 15 June 2017 in all EU Member States and EEA countries. The regulation is currently in force until 30 June 2022. The application of the RLAH rule has been a success, boosting the use of mobile devices while travelling to other EU/EEA countries. For instance, the use of data roaming increased 17 times in the summer of 2019 compared with the summer preceding the abolition ...

Recast of the EU Roaming Regulation

Kort sammanfattning 21-03-2022

To ensure that consumers can continue to 'roam' in other Member States without additional charges, the European Commission proposed on 24 February 2021 to recast the current Roaming Regulation. The new regulation would extend the 'roam like at home' regime for 10 years until 2032. The European Parliament is expected to vote in plenary in March on the agreement reached in interinstitutional negotiations.

This briefing finds that the Commission's impact assessment (IA) accompanying the regulation proposal (recast) on roaming is based on sound data and broad stakeholder consultations. Besides qualitative assessment, the IA presents also quantified estimates. The REFIT cost savings are only partially quantified. Further explanations would have benefited the analysis in the comparison of policy options.

The Regulation will be in force until 30 June 2022. In 2021, the European Commission would review the Regulation, assessing its effects and the need to prolong it. The analysis of the Body of European Regulators for Electronic Communications (BEREC) shows that a regulatory intervention is still necessary to ensure the EU citizens can continue to benefit ...

This in-depth analysis was prepared by Policy Department A at the request of the ITRE Committee. It examines the impacts one year after implementation of the EU’s Roaming Regulation that introduced Roam Like at Home (RLAH), by reviewing both the retail and wholesale markets. The retail roaming market was found to be performing well for most stakeholders. However, in the wholesale market, adjusting the wholesale price cap is necessary so that MVNOs may compete more effectively.

The European Council meeting on 20 October failed to produce the breakthrough needed for negotiations on the terms of the United Kingdom's withdrawal from the European Union to move to their second phase, in which issues such as future trade relations and possible transitional arrangements would be discussed. However, EU Heads of State or Government noted some progress in the negotiations on two of the topics from phase one, namely the rights of EU citizens within the UK and of UK citizens within ...

Almost all EU residents own a mobile phone for their personal or professional use. When they travel to another EU country and use it to call, text or go online, they used to have to pay additional costs (roaming charges). This situation, which made travel within the EU more complicated and expensive for consumers and businesses, has come to an end: the latest EU Roaming Regulation abolished the extra costs on 15 June 2017. Since then, 'roam like at home' (RLAH) has become a reality for all Europeans ...

Constituting the third-largest economic activity in the EU, tourism is of considerable importance as a source of economic growth, regional development and employment. Although it has been badly affected by the economic crisis in the past years, tourism has proved resilient, as witnessed by the growing number of visitors to the EU over the years. Nonetheless, the industry is faced with a number of challenges and mounting competition, in particular from emerging non-European destinations, whose share ...
