Extraordinary committee meetings will be fully held by remote participation on:

  • Wednesday, 28 October 2020 from 13:45 to 15:45 and 16:45 to 18:45 in József Antall (JAN) 4Q1
  • Thursday, 29 October 2020 from 09:00 to 11:00 and 11:30 to 12:30 in József Antall (JAN) 4Q1
  • Tuesday, 10 November 2020 from 09:00 to 11:00 and 11:30 to 12:30 and from 13:45 to 15:45 and 16:45 to 18:45 in József Antall (JAN) 6Q1
Indicatively, further meetings are scheduled to take place on:
  • 16 November 2020
  • 30 November and 1 December 2020
  • 7 December 2020
Meetings with remote participation are open to Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting) but other participants are invited to follow the meeting through webstreaming.

On 29.10.2020, Ms Katalin Cseh will present the CONT Gender Mainstreaming Action Plan as part of the Gender Equality Week. This initiative is in line with European Parliament resolutions from 13 March 2003, 17 November 2011, 8 March 2016 and 15 January 2019 in order to ensure that continuous attention is paid to the issue of gender mainstreaming and should be integrated in the work of its committees and delegations, as set out on the Gender Mainstreaming Network.

On 28.10.2020, the CONT Committee will hold a discharge hearing with the EU Commissioner responsible for Budget and Human Resources, Johannes Hahn. Commissioner Hahn will present the Commission's Integrated Financial and Accountability Reporting package for 2019. The package provides information on the implementation, performance, results, financial management and protection of the EU budget.

On 28.10.2020, the Committee on Budgetary Control will hold an exchange of views with Mr. Ville Itälä, OLAF Director General about the OLAF Annual Report 2019 and with the Chairman of the Supervisory Committee, Mr. Jan Mulder, about the OLAF SC Annual Activity Report 2019.

On 29.10.2020, the Budgetary Affairs Policy Department scheduled a workshop entitled "Open spaces at EU institutions versus traditional work space". The workshop will focus on the difference between both kinds of offices spaces. The European Public Prosecutor's Office (EPPO) was set to assume its investigative and prosecutorial tasks as of November 2020. It became therefore necessary to render the OLAF and EPPO Regulations compatible. Against this backdrop, the Commission adopted the proposal amending Regulation (EU, Euratom) No 883/2013 concerning investigations conducted by the European Anti-Fraud Office (OLAF) as regards cooperation with the EPPO and the effectiveness of OLAF investigations.

On 15.10.2020, the Budgetary Control Committee voted on the opinion to ECON/BUDG on establishing a Recovery and Resilience Facility. This is an unique instrument to address the shock to the EU caused by the COVID-19 pandemic. The current proposal however falls short as regards the protection of the EU's financial interests. CONT proposals aim to remedy these shortcomings by making reference to the importance of the rule of law and emphasising sound financial management.

Parliament is reforming its EU-wide farming framework: the Common Agricultural Policy. Members have ambitious plans for the reform, from making funding fairer, to giving more support to young and new farmers and struggling regions, and making sure that EU farmers are better equipped to face crises.

On 15.10.2020, CONT, ENVI and AGRI Members held a joint committee meeting where ECA Members presented two Special Reports related to the Common Agricultural Policy as listed below. The joint meeting held by remote participation took place in Brussels, József Antall (ASP 4Q1) from 16.45 to 18.15.
